The project is a proposal  prepared for bidding offers in order to select the most optimum bidder, based on the available information, collected minefield records and other important datafor a demining project.
A bidder can, and is obliged to, personally investigate and suggest in his offer all elements and information he discovers, and CROMAC will, within its Selection Board, takes into consideration the valid arguments or stick to this Project Proposal.

INTRODUCTION

1.1. Basic facts about the project

This project has been prepared upon the request of City of Karlovac, Department for Municipal Services and Urbanism for the requirements of WATERWORKS Co. Karlovac. The project of mine survey and demining was prepared in order to clear this areas in economic sense as well and to enable the safe return of people to their homes. The reconstruction of destroyed houses is in the process and it is absolutly necessary to bring drinking water to the villages of Kamensko, Lemic Brdo, Popovic Brdo and other villages situated in the valley of river Kupa and connect their water pipes to the Karlovac Water Plant.
All above mentioned villages were occuppied during the War by JNA from 1991 - 1995. During the war heavy fighting occured on these grounds.

1.2. Area, location and type

The grounds planned for mine survey and demining are located between villages, southwest of Karlovac, along the road communications.
The area which should be inspectd for mines is located between village Sajevac and Kamensko, at the very entrance to Kamensko, from newly built farm in Brace Gojak Street to the intersection of street leading to the Kamensko cemetery. Demining should be performed on the right side of the road.
The land is mostly flat along the road, with cuttings and channels for atmospheric water.

1.3. Importance of the project

Mine survey and demining of the area would enable safe construction of water works, faster re-construction of villages, increased safety of inhabitants what would at the end result in quicker revitalisation of villages in the valley of river Kupa. It would also have significant impact on revi-talisation of agriculture by bringing people back to their homes. Upon the return of inhabitants back to their homes, the existing water supply would not satisfy by the capacity and would have to be replaced in the lenght of 800 meters, thus solving the water supply for this parts permanently.



TECHNICAL DATA AND ESTIMATES

2.1. Estimation of the area

Conduction the mine survey by inspecting and photographing the terrain, based on the enclosed land registry-plans, and upon the request of VODOVOD Karlovac, an estimation of the area infested with mines was made. The estimation is as accurate as possible under the circum-stances.
Total area contaminated with mines and other UXO is estimated to 8.980 m2. This area has to be inspected for surface mines and another 9.985 m2 for underground mines as the wa-terworks would require underground works.

2.2. Categorisation of the area

a) Risk assessment analysis:

All the avaliable documents from The Karlovac Regional Office were used to prepare this project. Copies of documents are attached to the project.
The area to be surveyed and demined was the combat zone during the war. There was also a dividing line between Croatian Army on one side and JNA and Army of The Republika Srpska Krajina on the right side of river Kupa. Village Kamensko was occupied by former Jugoslaw Army and Serbian rebels from 1991 - 1995. Minefield records for the surrounding area are shown under "MINE SITUATION"

b) Summary

For the surface of 2.460 m2 the demining risk is classified as of the second category, for the surface of 6.520 m2 the demining risk is classified as a low risk i.e. fourth category. The underground mine survey has to be performed on the total area of 9.985 m2.

c) Evaluation of terrain configuration elements:

  • Slope - slight
  • Vegetation density - slight
  • Type of vegetation - swampy plants, brushwood and bushes on 25%
  • Construction rubble / ruins - low
  • Danger of booby traps - low
  • Waste and mineral metal / pollution - medium contamination with garbage and other waste left along the road
  • Type of soil cohesion - soil, clay sand, alluvial material in sewage canals
  • Trees / seedling - none
  • Stone contamination - low
2.3. Proposed demining methods in accordance with terrain categorisation

In regard to the described terrain configuration, the area can be demined by combined methods.
80 % of the surface i.e. 8.000 m2 can be demined with mini flails
20 % i.e. 1.985 m2 can be cleared manually (with mine detectors and prodders)
By all estimations of the terrain and vegetation as well as demining methods we tried to be as accurate as possible.

2.4. Estimated time for mine clearance

Manual removal - 25 m2 / day per deminer
Mini flails standard 2.500 m2 / day
Standard for underground demining survey 1.000 m2 / day
We estimate that the mine survey and demining actions would require 15 working days, by com-bining simoultaneously the work of deminers and demining machine on different sections of the terrain.
